US initiates anti-circumvention inquiries on OCTG exports with China’s substrate

On November 5, the US Department of Commerce (USDOC) initiated anti-circumvention inquiries of anti-dumping duty (AD) and countervailing duty (CVD) orders on oil country tubular goods (OCTG) imports from China, examining whether China uses hot-rolled steel plate and strip as substrates to produce OCTG with minor processing in Brunei and the Philippines and then exported to the US.
